Here's how you know if the person walking toward you is Israeli. If he's in the middle of the sidewalk and he doesn't move, doesn't glide 4 inches to the left or right so that he doesn't smash into you or clip you, then he's likely an Israeli.
By Israel I mean Chiloni, Dati Leumi, and sometimes Yeshiva guy. It's different with most Chassidim, Perushim, and sometimes Sephardim.
Here's also how you know. If you are walking with a cane and want to board a bus, the Israeli will charge ahead of you. A normal person will let you go first.
